The data used in this analysis come from provincial (Ontario, Quebec, and Alberta) and national surveys. Data on hospitalizations related to cannabis are based on the Canadian health administrative databases and were analyzed using an interrupted time series design with 3 observation periods: prelegalization, the period of legalization with product and store restrictions (October to February 2020), and the COVID-19 pandemic (March to March 2023).

Age- and sex-standardized rates of hospitalizations for cannabis-related reasons were compared across the 3 observation periods. The results show that cannabis-related hospitalizations decreased during the first year of legalization and then increased in the subsequent years. The increase may be related to the COVID-19 pandemic or to the introduction of new products, including edibles, that can be consumed in a more palatable manner than dried flower and vapes. The rate of hospitalizations for cannabis-related reasons differed by province, which likely reflects both health system differences and documentation of cannabis-related harms. In addition, the underlying code for cannabis-related hospitalizations is inconsistently applied between provinces, which may introduce bias into within-province comparisons.
